02 The problem

A project team reporting on itself

  • The reported date holds, then moves in one step.Slippage is absorbed month by month: durations shortened, constraints added, logic changed. The headline stays put until it cannot, and by then the time to act has gone.
  • The reports stay green. Each report is written by the people whose performance it describes. Nobody is being dishonest; nobody is independent either.
  • Appointing a PM or PMC transfers management, not assurance. The contractor manages the work and the PM or PMC manages the contract. The only party left to check both is the client, and the client is the third line.

Reported completion against the underlying position

Illustrative. The pattern, not a specific project.

First lineContractor: delivers and reports on its own work
Second linePM or PMC: manages the contract on your behalf
Third lineYou, the client: the only party left to check both

03 The contract

Your contract runs on clocks

Every standard form sets periods for the programme, for notices and for responses. When a clock runs out, the contract decides what your silence meant. Choose a form.

Periods shown are those of the standard, unamended form. Most contracts are amended at award, so where a period depends on the clauses agreed it is marked as such: the contract you signed is the one that counts, and the first review confirms it.

03 The contract

What the contract administrator must do on time

The Engineer, the Project Manager, the Architect: one person holds the completion date for you, and every one of their duties runs on a clock. What each duty requires under the three most used forms, and the evidence independent assurance gives them to meet it. Choose a duty.

We do not administer the contract, decide entitlement or value claims: the contract administrator decides, and you own the decisions. Periods are those of the unamended forms; on your project they depend on the clauses agreed at award.

06 How it runs

The monthly cycle

Nine modules run in order each month and end in a signed report. Select a module to see what it does and what it found on the specimen project.

The next month starts again at M1, with this month's forecast already locked.

    07 Evidence rules

    What makes it independent

    • Evidence over assertion

A claim of progress counts when there is evidence for it. Where there is none, the report says so.

    • Report what is missing

Anything asked for and not provided is a finding in its own right, listed every month.

    • Forecast before the outcome

Each month's forecast is committed to the record before the result is known, then scored when it falls due.

    • Each module checks another

Claimed progress is tested against the schedule, the schedule against the events log, the events against the risk model.

    • Tools do the work, a person owns the judgement

The analysis is systematic. The conclusions are a named person's, and the report is signed.

    08 Testing

    How the modules are tested

The modules are checked against answers worked out by hand, so a calculation is trusted because it agrees with an independent result, not because the software produced it.

    181

Hand-worked answers the modules are tested against.

    8.22 against 8.165 days

In one test, the simulated spread matched the exact formula answer to within about 1.5 hours.

    09 Roles

What we do and what stays with you

    What we do

    • Make the contract clocks, the evidence and the consequences visible every month.
    • Put it in writing, signed by the person who owns the judgement.
    • Report what we were not given, as well as what we were.

We do not administer the contract, value events or give legal advice.

    What stays with you

    • The contract register and the contract itself.
    • Every decision: what to accept, reject, instruct or pursue.
    • Your contract administrator, cost consultant and legal advisers, who act on what the reports show.
